from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news". keeping warm in the cold weather leads to a man's death in the city's kingsessing neighborhood. what authorities say caused a fast moving fire coming up next. also, this morning we're in for a winter triple threat. dangerous cold biting wind and even some snow. >> and it is valentine's day. so do you have something special for your sweety coming up how this day dedicate today love means big business for local flower shops. today is saturday, february 14th, happy valentine's day to you and good morning to you. i'm nicole brewer. it is 5:00 on the dot. let's sends over to carol. i don't think you have any love for these temperatures, do you carol? >> no one does. see the 22 degrees written on the screen in why don't you

put a mine just front of that. that is how it will be feeling by the time we get to sunday night and monday. it is no picnic around here before then either. with windchills that will be sub zero for quite a while. this is a really brutal stretch we're coming into. you can see right now we've got some clouds over philadelphia, off to the west, there are some snow showers and we will be finding snow showers as we move into the afternoon hours. and in some cases they could be starting little bit before that. obviously. so we will continue to monitor that. and there is a winter weather advisory in effect starting 10:00 this morning. temperatures will look balmy to you by the time we get through the rest of this, 22, seven allentown, 11 in the poconos, 21 wildwood, windchill right now of 11 in philadelphia, but again as cold as that seems and as cold as that truely is, we have even colder air coming. now, expect temperatures today

as warm as we're going to be finding them for days. if you have things that you need to do today and you need to do over the next couple of days, i would do them today. it will be so windy so cold, so horrible around here, over the next couple of days, that you really need to get out today. 33 degrees but remember, the snow squawls that can be coming in, and that can make you feel like you are on the inside of a snow globe. we also have this winter weather advisory that goes from 10:00 this morning until 7:00 tomorrow morning for one to 3 inches of snow. generally, through philadelphia, one to 2 inches would be more likely to be coming in here. but as you can see, and i know they are wrapping me up, very important, you can see the snow may be coming in here as early as 2:00 this afternoon not a lot but with the winds that will be picking up very slick road conditions can be expected. i'll finish out that time lime talk about all the rest of the weather coming in here coming up. nick snow. >> carol thank you. new this morning authorities believe a car seen

heater may have helped fuel a deadly fire in south philadelphia. 5300 block every kingsessing avenue late friday night they made quick work of the flames, but later found the male homeowner dead in a upstairs hallway. fire commissioner derrick sawyer say the home did not have working smoke detectors. >> we looked through the dwelling we found one smoke alarm that was not working. and that smoke alarm was at the top of the basement steps. so you need to have one smoke alarm on each level specially in the sleeping areas. >> good reminder for you there. cause of the fire is under investigation. authorities are reminding residents to fill kerosene heaters up outside and of course to leave plenty of space around those space heaters. well, that's not the only fire danger facing home owners in this bitter bitter cold. "eyewitness news" reporter natasha brown was in bensalem township bucks county where authorities believe house fire was sparked by a man trying to thawing out frozen pipes. >> this burned out shell after

mobile home is all that remains after early morning fire in bensalem. fire officials say the frozen pipes led to the blaze. >> he attempted to be thawing out the pipes by using heat gun, electric heat gun which in turn ignited the insulation on the under side of his home. >> bitter cold temperatures leaving many homeowners to deal with pipes bursting. fire officials say there is a save way to prevent this from happening. >> keep faucet or one of your spouts open to let a little bit of the water drip. moving water is harder to freeze than water standing still. >> tonight i'll let the water run. >> while homeowners prepare to be plunge intoed deep freeze, folks in south philadelphia dealt with the unexpected and often un presentable, water main break at west ritner in south lambert streets sending water flooding into basements. >> four and a half feet of water in my house. so enough for a swimming pool. if the heat was on maybe i could have went swimming. >> while the weather is physically draining, on some, it is also draining car batteries.

>> driving a car around, no problems initially came out cold weather probably did 20 minutes worth of shopping, came back, and the car wouldn't start. >> one driver can be anywhere from 15 to 30 hauls within 12-hour span. >> this bitter blast is reaking havoc on pipes and cars. but we found at least one person welcoming the weather. >> i was born and raise in the chicago. this is mild for me. >> only thing missing 2 feet of snow. >> did finds the one person who appears to be wishing for 2 feet of snow this area. fire officials urging homeowners to be cautious during this time of the year, saying if you do have to be thawing any pipes in your home then hair drier is much safer. bensalem natasha brown cbs-3, "eyewitness news". >> while firefighters battle more than just flames, when a house caught fire in avalon thursday night. their hoses froze the house and everything around it ended up covered in ice. take a look at this video. fire broke out in the 4700 block of fifth avenue. when the temperatures were below freezing.

those temperatures made it a tough battle for firefighters. >> like making snow. there was ice immediately. it was that cold last night. all spray that came off of the host lines froze before they hit the gown. >> the fire even spread to the house next-door. both of the homes were unoccupied at the time of that fire. the cause remains under investigation. well, chestnut street shutdown after large section of a marble sign came crashing to the ground. this was the scene near 15th street. the marble crashed through awning, then shattered on the sidewalk below remarkably, and thankfully, no one was hurt. l & i officials say it appears that water seeping from behind the stone actually froze, and then dis lorge dollars that sign. >> well, friday's incident happened weeks after and just around the corner from where falling bricks crashed through the roof of lululemon on walnut st. bricks came loose from adjoining building, caused the too far cave in sent three women to the hospital. the building next-door was

later secured with temporary steel bracing. it is 5:06 right now. happy valentine day to you. you know there is year the lovers holiday falls on a saturday, which should make for some good restaurant business. but, before go to dinner, don't forget the flowers. that's where "eyewitness news" reporter steve patterson comes in live inside flowers and company, in rittenhouse square, where they are getting busy today. and looking like a rose, steve, good morning. >> nicole, the most beautiful day of the year, isn't it? a day where we get to celebrate love. here in a flower shop, flowers and company, rittenhouse square, as you mention preparation here has been going around the clock. joining me, christy been here just first thing i want to talk about was we saw you pull up in the cab. and the cab driver, i think is symptomatic of what most guys are going through right now. tell me what happened with this guy? >> yes well, coincidentally, he asked me where can i get some flowers at this time. and i said i think someone's on your side, because we're opening up the flower shoprite

now. so he lucked out. he came in, was able to trade some fair for flowers. >> i wish he was still here. most incredible story. walking in to do this flower live shot and he comes in looking for flowers and he just happens to find, be in the right cab at the right time. christy, do most guys kind of plan ahead and get the pre-fab deal or are most kind of just walking in and grab whatever at this point? >> well, there are certainly a mix of people that are coming in for, you know, custom orders, few days in advance. but then there is always the last minute guys who are running in and on the way to dinner, who need, you know, something in a vase immediately. but that's the good thing about having some pre-made arrangements, more custom things for people. >> christy, i sympethize with those guys, may have i to grab something before i leave here. one of the things we're talking about that i didn't really realize how the cold weather affect a flower shop. >> right. >> speak to that a little bit. what's it means for you guys? >> as you can see in here the

temperature is down right around 50 or so degrees just to keep the flowers at optimum temperature. but the cold really affect these flowers, they're tell interest mental. so when we drop the temperatures, we have to drop them, make sure, they can die pretty quickly in a few minute, if you are going more than a block, do you have wrap it. >> and we have a worker back there, we will talk to her in a little bit. but you guys have been obviously going around the clock. this must be the biggest day of the year for you guys. tell me what the atmosphere is in here before valentine's dismay. >> definitely fun, as you can imagine, it is a high volume time. but, you know, there are people here around the clock doing prep work, because we have, like you said, 4,000 roses coming through here. and in a few days, so, you know, it is definitely fun and festive. >> fun and festive. christy, thank you so much. we're going to come back to you. there is so much more to talk about here at flowers and company. nicole we've got a long stem here. i may do some shopping before we leave. it is the big valentine day. we'll send it back to you.

>> a jewelry store smash and grab nearly foiled by slippery floor, in the uk. surveillance video shows them slipping sliding falling over as they take gold jewelry from the store they were rating. clearly unprepared for the polished floor. the suspects still on the run this morning. >> well, this valentine's day we will see some of the coldest temperatures this year. lowe's in the single digits, blizzards warnings up for parts of new england including boston, where snow is the last thing they need. jericka duncan is there. >> reporter: with the windchill at minus 13 degrees, boston city workers and the national guard, were digging out neighborhoods before the next major snowstorm. boston has already received more than 74 inches of snow over the last 30 days. mayor marty walsh. >> we're preparing for this weekend's snowstorm. so snow removal is our top priority in the city of boston right now.

>> crews are hauling away 1500 truckloads of snow per day, four snow melters working around the clock melting nearly thousand tons of snow an hour. the arctic blast is affecting an estimated 127 million people across 27 state and the district of columbia. >> chris muhammad and his team deliver meals to more than 900 people each week, in 20 years he's never missed an delivery. no matter the weather. >> this challenge is all the way around. i've never seen this much snow on the grounds route that would adder harley take five to six hours will probably take eight to nine hours. >> boston public school officials won't have to decide whether or not to close school because of the snow. that's because on top of president's day winter break is next week. jericka duncan, cbs news, boston. >> speaking of the cold, happening today, sea isle city 21st annual polar bear plunge.

yes, thousands of very brave souls are expected to take a dip in the atlantic at 2:00. it is part of a variety of events all weekend long, raising money for charity. so it is for a good cause. by the way we did check with carol in this morning's water temperature, 38 degrees. soap it, may actually feel warmer for the swimmers, than the air itself. which is some bad news, really, for all of us. carol, we will send it over to you for the wetter. >> quite couple of days coming up for us weather wise, nicole, it is weather that you really have to pay such close attention to. because you need to check on your elderly friends, and neighbors, heaters the pets, have to be kept inside, there is a code blue in philadelphia, and that does include the pets inside or there is a fine, and there is bad karma coming for you. so we are looking at snow that's actually making it to the ground all the way out as you head out through harrisburg. so, expect to find some snow showers around here. we've got the clouds in advance of that. but the snow will be pressing on in. it is not a lot of snow. but with the roads that are

sub-freezing now and the snow coming down, you can be finding some slick conditions very, very quickly. twenty-one is the temperature right now in philadelphia, 16 trenton, 19 degrees in wilmington, it is 11 in the poconos, you get the idea, how cold it is, you factor in the winds, not that much wind today. this is probably the quiet wind day that we will be finding for maybe 48 hours or so. so try to do what you can now to secure loose objects, et cetera, that you have outside. eleven, that windchill, seven in allentown, winter weather advisory starts at 10:00 this morning for the entire area. one to 3 inches, but i think more like one to two through philadelphia, there will be couple of spots where you will pick up maybe 3 inches of snow it comes in bursts, so these snow squawls come in here. all the sudden as i said at the top of the show it is like being stuck in a snow globe. it is like what is going on here? as the winds also start to pick up. the timing on this, one to four, general timing on this, one to four this afternoon bands of snow squawls, blustery conditions, between

four and seven the snow squawls, low visibility, slick roads, watch that, as these temperatures drop from just above the freezing mark to below the freezing mark, and then after 7:00 that snow will be tapering. but the gusts of winds will be picking up, and it gets specially hi, after midnight. amounts of snow, not much, coating to an inch to the south, through the philadelphia area, one to three, probably, more on the order everyone to two. you head up toward the poconos, you are going to be dealing with maybe three to 5 inches of snow out of this. the winds has to be factored in too. gusts 50 to 60, yes, 50 to 60 top. the secure any loose objects possibility of some trees down scattered power outages of course, are possible at that time. and be the last thing you want with temperatures as low as they'll be. high wind warning covering all of us, 50 to 60-mile per hour winds. than goes from about 100 clock tonight until tomorrow afternoon. and future weather let's time everything out. this computer model says 2:00 in the afternoon. we do see a snow squawl coming

through philadelphia. we get a brief little break-in places. we pick up another one maybe about 5:00. and then by the time we get to 8:00 tonight we see other areas of snow squawls coming through, but generally, this is the end of it. it moves out of here. 7:00 tomorrow morning, perhaps, at the shore, wraps on out skis clear tomorrow, and the winds go crazy. so we have just variety every weather conditions coming up. not the least of which and maybe the most of which the dangerous chills. windchills of minus ten to minus 20 on sunday morning and just about the same deal on monday morning. so fortunately people may be can be home as we go through the day on monday, with president's day. but it is going to be a day that i think you'll be spending inside the house a lot of the time. thirty-four today. so above freezing, you can get out, do something clouds, but the snow coming, those squawls coming in later on, and then tonight we drop down to about 12 degrees, our windchills, way below zero. the wind picking up 40 miles

me too... we're practically twins! today is february 14th hammy valentine's day toy i'm nicole brewer, it is just past 5:30, we send it over to carol. cold hands, warm hearts, but this valentine's day pretty much cold everywhere. >> you will be lucky to find any warmth anywhere in your body. we are looking at temperatures that will be brutally cold coming up.

it is not great this morning but it is a lot better than it is going to be. so this is the milder day over the next couple, and even so we've got some weather issues coming today. you can see few clouds on storm scan3 also, look offer to the west, we're seeing few snow showers out there. and those are hitting the ground. so, observing stations out there are reporting those. they're dying out little bit right now. but we do expect to find specially as we move through the first part of this afternoon, and this evening seeing more of these coming into the picture for the rest of us. 21 degrees, in philadelphia, right now. sixteen trenton, 19 in wilmington, it is 11 in the poconos, 23 degrees down in wildwood. so cold everywhere, windchills of 11 in philadelphia, feels like 16 in millville, seems like zero in the poconos. and these temperatures, we will wish we had these temperatures coming up over the next couple of days, as windchills, because those windchills will all have minuses in front of them, going through the next few days. our temperatures today by noon 30 degrees, but windchill of 20. by 3:00 p.m. we tart to see

these snow squawls coming in, and some areas will be finding them before that. and just expect them, coming in in the afternoon and they come in fast and furious they don't leave a lot of snow, but they can leave some tricky travel behind, as well. future weather we start with the clouds, and then, as we get to about 2:00 in the afternoon, are we seeing a few snow showers around here? do we continue to see them around 4:00 after maybe brief brief break-in one, two spots? we'll continue to monitor that time line and talk about the dangerous windchill and all of the watches warnings, and advisories, that cover the area over the next couple of days. nicole? >> carol thank you. well, new this morning pope francis is celebrating the feast of saint valentine by naming 20 new cardinals in the church. we're wait to go hear philadelphia's archbishop charles chaput is among them. mass happening right now. earlier saw rare glimpse of pope francis and his predecessor pope benedict. we'll keep you posted on any developingments that come out of the vatican this morning. right now, though, governor tom wolf decision to

suspend the death penalty in pennsylvania is drawing praise and some outrage. the governor called the currencies tell of capitol punishment quote error prone, expensive and anything but infallible. he wants to review a full report on capitol punishment in the state. the decision means, a reprieve for convicted killer terrence williams. he was scheduled to be executed march 4th for the 1984 killing of norwood in philadelphia. 186 people are on death row pennsylvania has an executed -- hasn't execute add prisoner since 1999. in response to pike county prosecutor announce that he's still plans to push for the death penalty for eric frein. frein is charged with murder in a september ambush that killed corporal byron dixon and severely wounded trooper alex douglas. in a statement pike county d.a. ray tonken says today's action does not serve as any legal i am pedestrian end, in the criminal case against eric matthew frein.

>> well, justice is what gretchen leclair has pursued for nearly decade now, since her husband was killed in the line of duty. she is frustrated with the governor's moritorium, and she told her story to "eyewitness news" reporter david spunt. >> he was such a quick man. he didn't deserved to get killed. >> sales the pain of losing her husband is as strong today as it was when sergeant joseph leclair was shot to death in march of 2004. >> i can't get my life on. i can't move forward. >> leclair says today began like every other day her husband, top of mind, but things quickly went downhill when she learned pennsylvania governor tom wolf announced he's putting a halt to the death person. >> i when heard it on the news, i went off the hanible. i started crying. i says what is this man doing? >> leclair's convicted killer, darien howser; currently on death row. but now his fate hangs in the balance. >> i like to know if he is going to change his mind because there is no justice. >> leclair was us marine who served three tours in viet

nam. he was use today danger. but the night of march 19th, 2004 he was serving a warrant to darien howser as part of his job with the first judicial district. >> the day he left to go to work, you know, et cetera says make sure you kiss me, you never know if i come home. >> howser opened fire, killing leclair, and wounding two other officers. now, gretchen leclair said she sat back long enough. she will take her fight to the state capitol and she expect other widows to join her. >> i will never get peace. the only time i will get peace if the guy is executed. >> in northeast philadelphia david spunt, cbs-3 "eyewitness news". it is 5:36 right now. family and friends remember a fallen philadelphia police officer. a vigil was held for officer john at broad and olney where he was killed in the line of duty six years ago. he was shot while responding to a dispute between a cab driver and another man in the olney neighborhood. rasheed scrugs sentenced to life in prison. well senator bob casey is

concerned about the measles here in the commonwealth. he's encouraging pennsylvanians to give shots a shot. much of the concern comes from the stats that show pennsylvania has the second lowest measles vaccination rate in the country. senator casey called on the state health department to ramp up its efforts to get more people vaccinated. right now the only confirmed case of the measles is in cumberland county. >> ♪ ♪ mr. president ? >> can i live? >> president obama teamed up with buzz feed in this new video, in it the commander in chief promotes healthcare. the video is called things everybody does but doesn't talk about. you see the president there using a selfie stick and making funny faces in the mirror. the deadline to sign up for healthcare is this sunday. so however you want to get the message out i guess. >> 5:37 right now. from candy to stuffed animals

every year. >> every year, okay. soap, my question is always this: how many guys really think about it, and have like something that's pre-order and then how many walk in's do you get? what's the comparison there? >> so i would say there are about equal. we had i would say, 400 pre-orders this year. >> okay. >> we do delivery, walking distance, then we have messenger service do anything out of walking distance. and then we have pickups. so a lot of guys pick it up on their way to dinner. >> i want to show something that's very important right now. guys, i just learned about this. so when you buy flowers they die if you don't put them in water like right away. i didn't know this. >> yes, they do. >> so i'm sure you guys sale vases, cards, other things than just the flowers? >> yes we sell candles we sell like, hand lotions bubble baths we also are partnered with smooch i paper

local stationary designer. we sell cards but mostly flowers, some guys want teddy bears and stuff and we don't have anything like that here. >> sorry fellows. like here is the thing too. we were talking about like secret admirers, you get that, too? >> yes. >> what's the deal with that? >> so we have, when somebody calls and place as order we'll write down what they want on the card before it goes out for delivery. and many guys don't want anything on the card, or don't want to sign their name. i don't know some guys just say they'll know who it is, some guys want it to be a secret. >> but sometimes maybe the woman will call the shop, who? >> yes, already this year we had a few people call and ask who sent them the flowers. so it doesn't always work out the way the guy plans. >> fellows, put a name on it, please let's do. >> this so flowers and company will be here all morning talking more about the flower biz, the busiest time of the year for valentine's day. thank you very much.

storm scan3 showing some clouds now just basically completely cloud covered and we are seeing some snow. now i looked at some of the observations, the surface observations, not picking up the snow on the ground here, the air is really dry. but, they are getting it through lycoming and off areas to the west, some that far snow is coming down, and we can expect to see it. i'm show you the time line on our snow, when we expect it coming up in just a second. twenty-one in philadelphia right now. sixteen, that's l temperatures in trenton, 19 wilmington, 11 in the poconos, 20 down in dover. so coal every place with the windchill it feels even slightly colder. we are under a winter weather advisory that will start at 10:00 o'clock this morning go until 7:00 tomorrow morning. for one to 3 inches of snow, i think through philadelphia, probably, one to 2 inches, less the farther south you go, and little bit more, the farther to the north you go. not a big heavy snowstorm. but a squawl one. all the sudden ten comes up, winds whipping around, looks like blizzard out there but it is not. now, weaver bands of snow squawls coming through with blustery conditions, generally between one and four.

you can be fined that earlier. between four and 7:00 snow squawls, low visible slick roads, temperatures will be just above freezing, and then they go right below freezing. by after 7:00, snow tapers, winds start to gust, 50 miles an hour, after midnight, over 50 miles an hour. future weather so look up now, if you haven't so far. and take a look and check out some of the timing on this. at noon, computer model says we've got a couple of snow showers off to the west of philadelphia by 2:00 we're seeing them going through philadelphia, south jersey, they hit fast, they're blustery snowy then they go 4:00 in the afternoon drying out again. then you can see couple of other snow showers coming in. well to the south. you pick up maybe rain shower out of this. maybe. and then snow squawl along the shore, as we hit about 8:00 tonight. and then tomorrow morning with that wrap around, you can see, that another chance of picking up some snow, until that system goes away, and creates a blizzard for new

england. so, it gets quieter but still cold by the time we get to monday. one to three through philadelphia, one to two probably more likely in philadelphia tomorrow, high winds, wind gusts 50 to 60-mile an hour, secure your loose objects, charge up your cell phones, than sort of thing today. get everything prepared in case you lose some power because it is possible with these power lines coming down, bring those pets in, make provisions, get the number to act, acct, to call on any neighbor you see that does not bring their pet in. it is against the law. there is a code blue in philadelphia. winds will be gusting tomorrow, 50 to 60 miles per hour, that drops our windchills, way below freezing, and there is a windchill advisory, as a result over the philadelphia area, new jersey, as well, for windchills ten to 20 below zero. same thing on monday morning this is a really dangerous some of the coldest air that maybe we've ever seen here, we could be tying some records as we go through the next couple

of days. thirty-four, cloudy, p.m. snow shower, turning windy as we go into the nighttime hours tomorrow, and overnight just 12 degrees, the winds making it feel as cold as minus 20. we keep 16 degrees actual temperature on sunday, with the winds it will feel, again, almost as low as minus 20. 1 degrees sunday night that would be a record, if we hit that low. monday really cold for president's day again you're looking at these windchills of minus 20 or so. twenty-two for the actual temperature, tuesday wednesday, with that warm up we also have a chance maybe after snow showers or two either one of those two days, and then arctic air comes in again for thursday and friday. this is ridiculous. nicole? >> really it is a rough stretch. carol, thank you. hey, it is not often you see a judge laugh during court proceedings. but a 80 year old florida woman managed to crack up judge john hurley when she offered her opinion of his style during her bail hearing. take a look. >> how have i done as a judge
